Cash flow until 2 million people have registered or during the project's first 3 years

1st scenario when the project succeeds (2 million registrations in less than 3 years)
2nd scenario if the project fails (less than 2 million registrations within 3 years)
The Wall of the World is a large project of a global scale with significant implications for humanity. Therefore the project developers undertake to provide guarantees, controls and security to every project participant – every individual who registers his or her data for entry on the Wall of the World.
Goodwill Guarantee
We - the project team know full well that the Wall of the World project is not an act of fraud. However we are aware that the Internet swarms with fraudulent acts, which can cast a shade of doubt on well intended projects.
One of our commitments is to start the building of the park immediately after obtaining 2 million registrations. An earlier start is not possible because the initiation of the construction requires a considerable start up investment for marketing, administration, and most of all the architectural development. It is therefore natural for people to ask what will happen if 2 million registrations are not achieved. What will happen to the money paid, for example, by 1 200 000 people?
Up until 2 million registrations are made (within a period no longer than 3 years), all project membership money, except the current expenses estimated at some 50%, will be transferred to a deposit account controlled by the Latvian Red Cross. The money will be kept on this account until 2 million people register for participation in the project, and upon reaching that registration benchmark it will be then transferred back to the Wall of the World in order to start the construction.
If within the 3 years the project membership does not reach 2 million people, all money kept on the deposit account will become the property of the Red Cross as a charitable donation by the project members for solving global problems such as poverty, children’s rights, famine. In addition to the mentioned deposit all other available money will be donated to the Red Cross. In this case the project's authors will not be entitled to the accrued money.
The current expenses include marketing, administrative and architectural development costs (technical drawings and planning permission) and taxes.
That current expenses are justified and reasonable will be testified by the Latvian Red Cross after examining the cost budget. The terms of contract made with the Red Cross will preclude cost padding.
